Completely agree with your sentiment regarding Cu Roh. There is a lack of "economical" copper deposits.
One problem CDU faces is the high production costs in NW QLD. Add on to this the fact they have to run their own diesel power plant, Have no rail for some time and Use what appears to be a FIFO / DIDO workforce (See discovery mining accommodation, Cloncurry DYOR). There is also the BIG issue of water security. The most recent example re lack of water was brought to attention by Shadow with Copperchem.
Now look at HGO. They have access to plenty of cheap / free water (effluent water from Mt Barker wetlands), Grid Power, Completely local workforce so no need to accomodate, feed, washing etc. stone throw to capital city and port. They also have access to the best staff as the area is highly desirable. Up untill recently they really have struggled to turn a profit even with all these favourable conditions.
I do hope CDU can make a success of Rocklands, it just seems all the odds are against them.
