To me, it reads that COP is quite happy for CNE to run the exploration phase as operator, but in the event of a commercial find, that they have the option, to takeover operatorship, in the development and production phases.
And true, it depends on what ''rights'', the ''operatorship'', carries with it.
Fine details of the deal are confidential, so may not know for a considerable period of time.
imho, If the two Senegalese wells are ''commercial enough'', COP won't want to be left in the cold.
And that will be a good thing.imho
We will just have to see how it pans out, over time.
