I think Siv that you may well be right. I was also surprised to see a little more re FL in the report. There is are two reasons why FL may proceed:
1) FL is here, and a lot a work has been put in the past, and
2) LNG's OSMR technology may actually make such a project financially worthwhile for all parties involved (Costs, development speed etc)
