Both SYR and TON don't fit the profile of a "developed mine" - TON is about to announce a JORC (a very long way off) and SYR has a JORC and is working towards "development" but also a long way off.

If he wanted to buy a vanadium mine, look no further than Largo's  Maracas - they already have an off-take with Glencore for 100% of their product.  All the development work is complete and production has started, i.e. all the things that can go wrong during development phase have been largely fixed and vast sums of money spent by the owners.  He also has the Rhovan smelter in South Africa.  There is a chance he was interested in SYR from a "potential competitor" POV and that could rub off on TON - you never know your luck.
