With all respect you don't stop a court case in the USA and tell the court you have come to an agreement unless it is signed off as you put yourself right behind the eight ball if a party refuses to commit especially when we were told we had a very good position. They have negotiated a settlement and they IMO would be very foolish if they withdrew from court action if the other party had not signed as there is no easy big stick to use.
