Huh? Of course it can. The oceans are enormous bodies with huge amounts of thermal inertia. The deepest overturning currents take over a thousand years from when they dive to the bottom to the next time they see the surface. It takes a *very* long time for them to reach equilibrium with atmospheric conditions.
