I tend to agree with you.
One of India's arguments was using The Kyoto Agreement as an example. Australia still trades with those countries even though both Australia and the US refuse to sign.
Howard was very open ended towards India regarding a possibility selling Uranium to them by saying he will look at what the US have in place before further discussions.
He knows there would be a fair bit of backlash here from both sides. But I tend to think whilst he is still in power it is another one he would like to get under his belt before handing over the leadership to Costello.
