I thought I had made it clear I didn't have the actual number, hence the reason I posted the above and the reason I made the request of etherazer.
I also said ratable properties which I included some examples in the post you quoted from.
The 3.3m to 4m would be around 25 to 30% of the premises in Australia, but the figures weren't just premises, (it included vacant land, and didn't make allowances for higher charges to commercial properties), so I don't know where you got 40% of Australia's population from.
From my initial post, using the article that claimed it was costing water rate payers around $166 to $200 per year for the desal plant, and the commonly claimed $1.8m daily cost for the desal plant. A simple calculation works out to be the 3.3m to 4m figure I used.
I did noted in the post it was a rough check, so what bit don't you understand.
