In that aspect I see the problem as a lack of negotiating skills and a lack of physiological ability, you can get people to do almost anything if you are leading them, if you show you are sharing their burdon, if you are prepared to take cuts to your welfare as well.
IN the current wars in the Middle East it has been said that the local troops are no good, but the Australian officers have said that they have had no problems if the Australian officers are there with them because their own officers cut and run.
