Perhaps this is a tactic to prove to Q/H that AGS isn't going to just curl up and die, much and all as they'd like them to. I'd be very surprised if this actually goes ahead in the end.
For some of us there isn't actually going to be enough time between the despatch of documents and the closing of the offer, to even take up the rights.
