    But BLACKROCK has the first right of refusal to any funding arrangement, right?
    Is it something like a blanket rule that BLACKROCK can just say NO to any funding organised by PEN or would there be any metrics used.
    The ann from PEN regarding BlackRock has the first right of refusal do not provide details on citeria of refusal.
