Having previously worked for the aus government in procurement you are correct with the assumption of reading between the lines. When gaining a contract with Governments there is an awful amount of information we are not privvy to. Don't want to sound like i am ramping here but...i think this "initial contract/s" has more strings to it than anybody can imagine, because you are for all intents and purposes dealing with the DOD. They are the first cab off the rank for your product but not the only government department, After 9/11 having flame retardent product in key government areas ( consulates, government buildings etc) is most probably high up on the government list, The government have a duty of care to it's employees and citizens ( think of how many cloth chairs in gov depts alone). So crucially, it's Sole dependency of product is quite simple, Because talk is cheap prove to the government that you can achieve what you said you could. The confidence factor is then Brought to the forefront and things will start to get extremely lucrative.
This is purely my opinion more than welcome for you guys to kick the crap out of it
