It's very naive to believe that the Chinese command economy would respond in a similar way as ours.

While in China on business several years ago, I was routinely told that prisoners were frequently used in the coal and gold mining industry and actually witnessed them being used in western China. Last I checked, prisoner's pay and conditions were lousy. Recently, the Chinese government released figures on the number of deaths in coal mining for 2013. The figure was in excess of one thousand people and trust me, in reality, the figure would have been much higher. Such rates in this country would see mining close down and a Royal Commission. There is absolutely no reason to believe the Chinese aren't using prisoners to defray costs in iron ore mining either.

Beats my why BHP and RIO think their current policy will close down Chinese mines. It will close ours, but will have virtually no effect on theirs.
