The legal team of PEN disagrees with you. They ARE both educated and highly experienced. Their view is clear, they expect at worse minor ammendments to the permit.
I am "educated" as I am sure you are, however I am certain I am not in a position to make any call over this other than take in the legal teams view. Your view on this, unless of the same ilk as the PEN legal team, is little more than an uneducated guess.
