I know what it says and that's exactly what I said, you need to start prospecting within three months after being issued a prospecting license, you know prospecting as in searching for possible minerals as opposed to mining which is extracting the minerals out of the ground? That section has zero reference to a mining license.
I am not sure if you are joking or not.
