I invested in this company in early 2011 when it promised an 18- 20k tonne cu annual copper production at 2.4mill tonne throughput . The sp at the time was 30c (pre consolidation) - yes I am well under water despite some subsequent buys. That aside, the project is now well and truly surpassing those original figures and the company is closing in on debt free status. Perhaps PR is an issue, perhaps its sentiment toward the sector, perhaps both. After a bumpy start (to commissioning and production at K) the company have taken the required steps to address those issues and those steps have proven successful. Are there issues behind the scenes? I don't know.
I do know HGO are not alone in the tracking of their SP slide.

ps I will change my sentiment to hold to reflect my actions of late - though it sure looks like a good buy on fundamentals at ,as you say, historic lows !
