Might I suggest a change to government policy is all that is required, not a referendum.
We simply need to be smarter and more discerning about who we allow to come here, and take in the best of the applicants we receive.
Australia is a fantastic country, with world class environment, health care, rule of law, etc.
We should be placing a much higher bar on all immigrants coming to this country, because we have a hell of a lot to offer.
Maybe we've been selling ourselves short for too long.
And I agree that we should be taking in our fair share of genuine refugees - these should strictly come from genuine refugess in UN camps, not those who have money to jump the queue.
It's also time for insular countries like Japan to also do their bit and take in a fair share of refugees.
