    PS is very right. The other (related) reason I think is: In the past, there was never a mention of making "a final investment decision". The clear message before was that they would go to production, subject to a rail solution. Then, all of a sudden, with the RTA, FMS announced they would by June 2015 or whenever it was, decide whether or not to go ahead with the whole project. So I think the market was like "Huh?? You are now saying that you don't even know whether the whole thing will go ahead? Well, we won't invest until we know you've decided to go ahead". FMS have at no point said "By the way, if we decide that we won't go ahead, then we will [insert answer here]". They've left it all way up in the air re telling the market their contingency plan..... if there is one........
