Really? Skype uses 6-20kbps? Did you DYOR on this or make up your own research?
How about you look at Skype's own webpage:
https://support.skype.com/en/faq/FA1417/how-much-bandwidth-does-skype-need
It requires at a MINUMUM 30kbps each way (try make a call on that much bandwidth by the way - I use this every day for work and can tell it's not a great experience when the network is going slow). Skype themselves recommend 100kbps each way (so between 5 and 16 times more than you have made up.
