The $290M is for production of a high purity concentrate. No separation.
They do not have a higher percentage of Nd in total or at production stage.
Looking at producing 1200Kg/pa of Nd contained in a high purity mixed concentrate. Lynas is producing 1980Kg/pa Nd at phase 1 capacity.
Nothing yet on how they intend to separate the mixed concentrate into individual REO.
