I don't think a deposit alone qualifies as 'a game-changing development', but certainly a technology that goes with a deposit that makes it significantly more economic to mine and that could be used on scandium deposits worldwide qualifies as a 'game-changing development'.
Furthermore, what he is talking about is something recent. I'm with Bomber in that the reference is directly in related to CLQ.
We won't have long to wait to find out.
