Didn't one of the genius' here on HC suggest the costs would blow out to $700m? They must be devastated that the budget is already down $30m on the original forecast.

Seriously though, its hard to imagine a better time to be commencing the build - record low interest rates with construction companies short on work.

All we need is for commodity prices to lift when production commences.
