Overhang due to many shareholders who entered the stock at higher than current prices who probably have had enough with the poor SP performance and wish to exit. On the flip-side, this is beneficial to buyers, as the supply demand equation is unbalanced due to the emtional desire of some sellers to exit at all costs - short term buyers' advantage.

Management/Peter is not imcompetent IMHO, but has lacked the ability to 'please' shareholders over the last few years.

This stock is a buy for it's resource. Buy the resource.
