The whole point of doing the CSIRO testing was to have an independent body of experts help to define the specifications for a full scale operation. Sure it is testing TIVAN at a much larger level of production but mainly to get the scaled up plant right the first time it is built. I have heard that the cost of this testing is significant and have drawn the conclusion that this has caused the delay due to a lack of funds. The recent CR solved that problem.
Believe what you will when "the ferret" speaks (meerkats are wonderful animals in the wild so I think the moniker "the ferret" is more appropriate) but he does not appear to research what has happened in the past but simply throws uninformed comments under the cloak of anonymity that such a forum as HC provides.
