    I have had the impression that since the change of the guard at HDR relations have been on shaky ground with the others.

    We also had the issue where HDR decided to go to arbitration over the costs paid by HDR to WPL. I never picked up whether this got resolved or not.

    RE: Communication - it funny how HDR forgot ROc and then ROC forgot about HDR. Quite a coincidence.
