Tony is showing himself to have not outgrown his thuggish student days as he manipulates the lack of rules, to try to strong arm members of Cabinet, and the party room into a show of hands. It's only a step away from punching the wall beside the target.
Bishop and Turnbull both being adept lawyers, are pushing back and back hard to keep within the limits of what is required.
Bishop looked relieved and defiant when interviewed in the company of Chris Pyne the other day, she'd found the 'way out' by limiting her support to technically just "I support the Prime Minister" (implicitly, "whoever that may be. If there is no PM, due to a spill, then I am not bound by that"). Her relief at having been either given, or worked out that 'out' was shown in a broad smile. My guess is it's Malcolm's work, he's a close friend. He is a QC and no slouch at working his way around legal minefields.
My guess is Tony doesn't have the numbers and that's why the strong arm tactics.
It's only making everything worse for him. He's on a hiding to nowhere.

I have read that Abbott said he would have a secret ballott, Corman said on Insiders this morning that that would be the case. But we will not know for sure.
Bishop & Turnbull indicated they will be voting against the spill, maybe they know the numbers are there for a spill. It would seem that Morrison is also on side with Turnbull but also voting against a spill.
