The $1.2b compensation is not reliant on the contract, the contract can be rendered null and void, and the compensation would still be liable due to Treasury's agreement to pay compensation even without a valid contract.
The question should be, was Andrews aware of the separate agreement by Treasury that meant compensation would be still liable even if the contract was rendered null and void.
If he was aware of the Treasury agreement, then he has purposely misled Victorian voters.
