The passage may provide a clue that God is responsible for the creation of the universe, but I don't see how he was supposed to have achieved this.
Also, if you are serious that you expect atheists to explain how things started (eg how the universe started), then I think that a reasonable question for atheists to ask is: How did God start?

Whereu, Why would someone ask questions about something they thought was nonexistent? Would it not be more likely that one that believed in God might ask that question?
Many that have observed artwork have admired the artist, without ever having seen them. In much the same way qualities of the Creator can be discerned.
(Romans 1:20) For his invisible qualities are clearly seen from the world’s creation onward, because they are perceived by the things made, even his eternal power and Godship, so that they are inexcusable.

Scientists date the universe in thousands of millions of years. So would not their Creator extend back even beyond that?
I see no reason to doubt Jehovah as being praised as "King of eternity."
(1 Timothy 1:17) Now to the King of eternity, incorruptible, invisible, the only God, be honor and glory forever and ever. Amen.
