They're not.
they're either there to create an appearance of a low offer price for those that don't view the sell depth, panicking people into selling, or they are legitimately there to sell, in which case when it opens at 90+c their shares go through at that price.
Either way the shares will not go through at 85c unless the bids drop right back to that level
