I disagree given the share price got to $4.50 before the Oil crash, and BTA's and FERC were still miles off, i don't think the share price has them both factored in. BTA's will basically secure future earnings, and the share price is no where near reflecting potential future earnings of the operational plants. Both FERC and BTA's will significantly derisk the project and BTA's aren't seen as a given especially in this current economic environment.
