I do not understand what is not quite right mate, commented saying this is their most precise (labelling that 3 weeks from the current time is by far the most precise they have been)

And if you followed more than one mining company you would know that permits are ALWAYS delayed.

For me they have given sufficient reason to believe that they know they are close to obtaining and capitalising on obtaining the permits in the coming weeks.

Make your own mind up but it is only a matter of (limited) time before they get things on the way IMO.

They can NOT make such accurate (end of March 2015) announcements legally, without following them to some sort of degree.
