An interesting story on this topic is allied capital in America. 7 years of green light capital publicly identifying and announcing their mis deeds without action. Even if something sinister were to occur it would take years for action to occur as the people policing the issue would be the people causing the issue.
I'm not trying to say something unethical is occurring. More so from an investment point of view, the odds of losing money on this issue should it be found out to be the worst case scenario of a 100% unethical relationship would be very low with nothing more than a slap on the wrist and token fine.
The advantage someone like buswell could bring is he knows what government tenders lack competition and thus have good margins/odds of tender success, allowing bribery to employ their estimating resources more efficiently
