Share price is likely to be substantially weaker as the market is now aware that another 80 odd million shares to be issued, near enough 30% dilution.

Be a bit hard to ask for $1.25 if share price was say $1.10

The only possible reason why negotiations would be impacted by shares again trading is a fall in share price. Is that enough for a legal suspension to still hold ? To artificially maintain a fixed share price as the market is now aware of just how bad the dilution will be ?

Max W is fond of conspiracy theories, I wonder if there will be an investigation of the December ramp in share price , all to be undone by the announcement on 5th Jan about a HK listing, seems the market did not like that news as much as the company thought it would, so into trading halt and suspension before price got below mooted $1.25 share issue price.

All my interpretation of events, but can you offer up anything more plausible.

Looks like you have it in a nut shell with your "the only possible reason" interpretation of events.

For me the possibilities are many and would only be guessing, I will leave that to others and wait for the facts to be released by CDU who would appear to be compliant with regulator requirements.
