They already have $20m at their disposal whenever they need it, whatever funds they need to keep rolling they will draw down on that, once the company is properly valued and the day trading and other manipulations are exhausted they might well look into raising a large sum of money to fund capital works etc. and look after their shareholders at the same time by providing them with a discount rather than a third party.
