Flooding the market and selling it dirt cheap (pun intended) is denying WA royalty revenue.
Despite the reason that the clause was put there, it is there and if it can be used to slow the madness, it should be.

If China's growth rate slows to 6% pa, its economy will double in size within 12 years.
Australia's economy is about 6% of China's.
At 6% they grow their economy by one Australia pa.
