however - OEL "must spend" the cash first, and then approved expenditure is refunded ......
as such, I would prefer to see OEL retain the $$$$$ (rather than a cap return), as in the event of success ........they could then farm-down, and get to production with minimal capex (ie better to deal from position of strength, rather than cap in hand ....so to speak).
