What I proposed would give the unemployed an opportunity to earn more than the legal minimum hourly rate of pay.
For example if they worked 2 days a week in return for the equivalent of the dole, their hourly rate would be well above the legal minimum.
Working 2 days would still leave them 3 week days to find work.
Note I previously posted, "allows the unemployed the option to participate in community projects and work experience", work experience can be done with potential employers and is an opportunity to show an employer what you are worth in the hope of getting selected for a permanent position.
As for landlords, if you don't want to pay the rent they ask, then don't, go somewhere else or buy your own property.
Also note some rents do not even cover the cost of providing the rental in the first place, so rents could actually be a lot higher if it was truly a user pay system.
So why do you believe landlords should be subsidizing renters any further than they already do?
