    In my view the WTO would have great difficulty justifying a demand that China impose a new tax or tarrif that deliberately advantages other RE prducing nations or users and disadvantages Chinese domestic industries! They can demand the removal of a tax or tarrif but not demand that one is created imo. So if China is playing hardball, the WTO actions by the USA and Japan could be about to backfire badly and increase China's dominance in the RE industry!
