Isn't the issue that M2 can't really afford to counter bid? I thought their bid just looked like a way to make TPM pay a bit more for IIN.

I think the board seemed happy with the offer. The shareholders are complaining because they wanted more but then they always do. You never hear them say "this offer is too damn high!"
