Firstly, Cambridge is ranked 15 in the world.
Secondly, yes, Peter is/was a researcher for the University of PNG; however, he went to the University of Amsterdam which is ranked 57th in the world and 8th in Europe.
Thirdly, I don't think IBM would have hired someone who would be "incompetent" to do the job efficiently and effectively as Chief Scientist of their Internet Security Systems.
