Governments usually recieve Royalties...Not a % share.
For a start Range is Operator of ALL project, unless it decides otherwise. Range has seek the sough the KNOC deal, and hence Range Resource's being "Operator" of the contract of work with the Puntland Government, can choose to mix consort's % held and expenses contributed, if any.
Note the 05/10/05 Puntland Annoucement:
"Consort’s 49.9% interest is free carried (unless otherwise agreed) across all project areas until such time as a decision is made, in respect of certain delineated project areas, to proceed to mine or likewise commercially exploit the mineral / hydrocarbon potential of a specific project.
