It'll be what they call a joint corporate office. Generally just an arrangement of hot-desks with a secretary to collect and distribute mail.
This is what happens when you're dealing with majority operations being outside of its ACN/ABN business area but required to have an Australian corporate address.
It's not fishy, likely if what Fib said is correct (management are friendly) they would of arranged this through eachother to minimise expenses.
