(ICIS; July 14) - Mexico has been a growing LNG importer since the country's first regasification terminal opened at Altamira in 2007. However, new pipelines linking the country to U.S. natural gas supplies and energy reforms proposed by Mexico's current government could revolutionise the domestic market. Companies are now evaluating projects to export LNG from Mexico, opening a potential third frontier in the race to deliver North American shale gas to global markets besides Canada and the U.S.

Until recently, oil and gas exports from Mexico have been the sole domain of state energy company Pemex. However, under new legislation proposed by the government, private companies may, for the first time, be given the opportunity to export oil and gas, whether produced in Mexico or not. As many as four separate LNG export projects are under consideration for Mexico's West Coast, with U.S.-based Sempra Energy behind two of the proposals, according to ICIS, a global energy market information service.
Similar to projects proposed in Western Canada and Oregon, developers hope to take advantage of shorter shipping distances to Asia. Journey times between Mexico's West Coast and Japan are nearly half those for tankers from the U.S. Gulf via the Panama Canal. Sempra currently is looking at the potential of adding gas liquefaction to its existing Costa Azul LNG import terminal on Mexico's Baja Peninsula. "We expect to make a determination this year about moving forward," a Sempra spokesperson said.

Anywhere West Coast provides for the third NA diversification location. As the three points on the shipping comparison chart that's been in the slide deck for a while indicates. If you are going to diversify to the West Coast your choices are then West Coast Canada, West Coast US, or Mexico. If it's Mexico then presumably it's a site that has some existing approvals, and or likely to get approved and into operation more easily than West Coast Canada or West Coast US. If it's Mexico, then presumably they believe there is too much opposition to getting projects up in either West Coast Canada or West Coast US to target a project there.
