Wasn't the only reason, but the sanctions had to be placed on Iraq for a number of reasons. Wouldn't look good to keep dealing with Saddam given he had been exposed for all to see. There were also concerns Saddam could power play to get what he wanted from other countries without military blockade.
Other than the oil for food program, the only way to start the flow again was to remove Saddam's regime. Does this make more sense?
