Great potential, but the fine print is a worry:

".....Connexion has been contracted to customise its existing Flex service at the US-based automaker’s cost only. The service offering is therefore yet to launch and accordingly, Connexion does not have any contracts in place as part of these arrangements that guarantee any ongoing or significant sales or revenue in respect of the Flex based service offering....."

Its ALL speculative, that's why the market doesn't care. The contract is a development contract, not a commercial contract.

The information provided by Flex is mostly voyeuristic. I can spend $9 on eBay and get an OBDII device, then link it to a free app I can download from app store......and I'll get the same diagnostic codes and driver behaviour & location data as what flex gives me.

They need more differentiation, and they need experience heads who operate in and understand the Auto business. Flex has potential, but not so much in fleet - rather in the aftersales customer experience, linked to downstream service and repair functions.
