To my understanding the mineral resources minister has stated regulations will be gazetted in a months time which was about 3 weeks from now. We can expect news possibly this week maybe next.
Imo once regulations gazetted and cel receives their licence, institutional buying will commence, volume being so low this will have a HUGE effect on share price.
The next few weeks will tell, Cel will be either way north or abouts the 4-5 cent Mark of there are delays.
