From my quick read this is the most important part:

It says that before exploration and production activities commence, they need an Environmental Authorisation issued. However before fracturing can occur they need to submit a report that shows details from stratigraphic exploration bore holes to understand the structural complexity as well as where they propose to inject the fraccing fluids. You can't do this unless you have been given the right to carry out exploration drilling.

So in view of this, I think we are looking very good for exploration drilling licence to be awarded, just no fraccing until final designs and assessments are completed.
