They will incrementally release new regulations to allow for Drones,UAVs of increased size to fly higher and faster. This year they've raised restrictions to allow drones up to 25kg to fly up to 500 feet and under 100mph. That alone is already going to cover small localised imagery, building sites,pipelines,forest fires,natural disasters etc.
UAV commercial cargo flights civil and military won't be far away, there are multiple benefits to operators including cost in doing so.
