re: stop the rot If it was government (public sector) delivering some documents then the courier would be to blame, as no one takes responsibility within the government.
Possible Iceman is working in the public sector.
Private sector it would be the responsibility of the person(s) or department to follow up to ensure the documents had arrived. Proceedures as well as faces will have changed at RIO due to this stUff up.
