Gas I agree it sends a strange message. But trust me there is no way that 2000 will sign a year. Only 250 over the last 3 yrs have been approved and they make the requirements now harder.
In the past the largest chunk could be invested into regulated funds. The merchant banks, won't give names, took the $3m ( rest had to go in State bonds) and lend it back to the Chinese with the fund deposit as equity, very clever The changes from 1 July will stop all this and the numbers will drop. One of the requirements is also to sink $500k into venture capital. The Chinese I speak with are already saying this will be sunk money and are not happy with losing 1/2 m.
